Revised Memorandum Circular No. 1

So what does this "revised" circular say, in summary?

1. All appointed officials whose terms go with the last President are deemed terminated/separated as of June 30, 2010, along with those whose terms that go with those appointees. P-Noy will fill up those positions. ("Midnight appointments" which I take to mean those who suddenly had their positions, for reasons other than an enabling statute,  suddenly became "permanent" when they should have been merely appointees before, will be taken up by another circular.)

2. All those occupying 3rd level executive posts without the corresponding CESO accreditation (hence, appointed there by the powers that be when they were not qualified because they need a CESO accreditation which they could not obtain) can stay until 31 July (unlike the first order that says they go and/or revert to their non-CES items.) Perhaps the head of agency to be appointed by P-Noy would deal with them.

3. When the head of agency is deemed resigned and/or terminated, the most senior official (not the next highest ranking career official with a CESO) shall be designated as OIC. (The old one says "the most senior career executive service officer," meaning, the most senior person with a CESO accreditation.)

4. Contractual and/or casual employees whose contracts are set to expire on 30 June 2010 are extended until 31 July 2010, or until the appointed and authorized head of agency deals with them. (No change from the "old" circular.)

5. Those renewed and/or extended shall receive the compensation allowed by law, rules and regulations.

6. Those still there, however, should start packing, as if they are leaving, unlike those automatically terminated who don't even need to turn over.

Why was this done?

To venture a guess, this may be the start of a "lock-down" procedure, to surprise those appointed so they would not have the chance to "properly dispose" important documents.

But as regards the extension, they did it to prevent a breakdown in delivery of government services in the meantime.
